This initial survey of PO-Raad members shows that, on average, they have identified 45 percent of vulnerable pupils. In 41 percent of cases, schools take the initiative to reach the children, followed by municipalities (33 percent) and youth care services (1 percent). Respondents indicate that, on average, 19 percent of pupils are vulnerable. Some special education schools consider all of their pupils vulnerable. If the PO-Raad does not include these schools, the percentage is 13 percent.

Seventy-eight percent of the members surveyed indicate that they organize emergency childcare at school for vulnerable pupils; 20 percent have organized external childcare. Some schools also opt for one-to-one support at home (18 percent) or support using digital tools (72 percent).

Together with municipalities, youth services and other parties, the PO-Raad shares responsibility for these children. All parties are committed to fulfilling this responsibility as effectively as possible. During various consultations, the PO-Raad has already been able to initiate a number of actions based on the preliminary results of the survey. Various ideas about how to address these problems have been discussed, such as deploying school attendance officers, youth or neighborhood support services, and school social work. In the PO-Raad's view, the approach should be tailored to individual circumstances and given concrete form in the regions as much as possible. Minister Slob will send a letter indicating what measures will be taken to reach these children as effectively as possible.
