In the response to parliamentary questions at the end of March about the sale of nicotine pouches at schools, the State Secretary for Health, Welfare and Sport stated that the NNWA is already taking action against the sale of such pouches (containing more than 0.035 mg of nicotine). In practice, this means that all nicotine pouches currently on the market are prohibited. From 1 May, a policy rule will enter into force stipulating that these pouches may not contain more than 0.035 mg of nicotine, making enforcement easier. Before the summer, the State Secretary will inform the House of Representatives about how he intends to further put a stop to the use of tobacco-free nicotine products and nicotine pouches.

For schools, this provides a sufficient – legal – basis for also taking action against the use and sale of the nicotine pouches currently on the market. This is also in line with the broader policy aimed at preventing substance use among students and promoting a healthy lifestyle.

It is important for schools to be aware that these pouches are in circulation and gaining popularity, and to be alert to signs of use and sale. More information about nicotine pouches, their use and complaints associated with their use can be found on the Trimbos website.

Schools with questions about this can contact the regional addiction-care organisation in their area. These organisations can provide schools and teachers with further information about, among other things, nicotine pouches, and help them develop policies and a support structure aimed at preventing and addressing substance use among students. More information is also available on the Healthy School website.
