New guideline

The new guideline states that mobile phones may henceforth only be used for the content of the lesson. An exception applies when a student depends on their phone, for example for medical reasons or because of a disability.

Not a major problem

This spring, the Ministry of Education, Culture and Science commissioned surveys in primary and special education. A total of 494 primary schools and 317 schools for special primary and secondary education took part.

Primary schools do not consider the use of mobile phones in the classroom a major problem. More than 70 percent of schools already have a policy that is in line with the national agreement. Few primary school pupils bring a phone to school.

Schools for special education also generally do not experience major problems with mobile phones. Most schools already do not allow them. There are differences between types of education, however: pupils in secondary special education are more likely to bring mobile phones with them.
