Regardless of the reason, the rules and agreements surrounding locker inspections are essentially the same. Whether the reason is suspicion of (illegal) fireworks, possession of prohibited weapons, or something else. And importantly: the school is in charge, not, for example, the police.
The school is in charge
The initiative, management and implementation of preventive locker inspections always lie with the school. The school management must include information about this in the safety plan. Among other things, the following topics may be addressed:
Terms of use
When renting a locker, the student and their parents or guardians sign the terms of use. They agree that the school has the right to open the locker even when the student is not present.
Preventive inspections
The school may carry out preventive inspections for possession of weapons. In this context, a distinction can be made between checking inside the school and on the school premises. This may include checking lockers and asking students to show the contents of their coats and (bicycle) bags or the storage compartment under scooter seats.
Conducting the inspections
Who carries out the inspections? They may be conducted independently by the school or school management, or in cooperation and consultation with the municipality, the Public Prosecution Service and the police. The school management must also include this information in the safety plan.
Role of the police
The police do not have independent authority to conduct inspections at schools. However, the police may be present in the background during preventive inspections, for example for weapons or fireworks. The police do have a responsibility when there is evidence or a suspicion of, for example, illegal possession of weapons.
Weapons inspection checklist
Commissioned by the ministries of Education, Culture and Science and Justice and Security, Bureau Beke published a Checklist for inspections for possession of weapons (PDF). It sets out the key principles and guidelines. Stichting School & Veiligheid also contributed to this checklist.
School and police
In the article Police as a partner in school safety, you can read more about the relationship between the school and the police. For example, schools can enter into an agreement with the police. This sets out what the parties can offer each other and what they can expect from one another.
