Duration: three years
The Healthy Relationships & Sexuality Incentive Scheme has a duration of three years. This means that schools can make use of the scheme at different times. There are three rounds in total:
- Round 2019: registration of interest from 14 October through 2 December 2019
- Round 2020: registration of interest in spring 2020
- Round 2021: registration of interest in spring 2021
What does the incentive scheme involve?
The Healthy Relationships & Sexuality Incentive Scheme consists of an amount of up to €8000 per school location. Schools that were awarded support in the 2019–2020 school year through the Healthy School Support Programme for the Relationships and sexuality theme can apply in round 2019 for a maximum amount of €5,000.
- Schools that make use of the incentive scheme must use the money for recognised Healthy School activities relating to the theme of Relationships and sexuality. The activities differ according to the type of education: primary education, secondary education or vocational education.
- The school can use the funds to reimburse the working hours of one of its own employees who has been appointed as a Healthy School coordinator. To qualify for the incentive scheme, the school must have a Healthy School coordinator.
- Completing training is a condition for receiving the incentive scheme funding.
In addition to these three components, schools receive up to 10 hours of advice and support from a Healthy School adviser. For this, the school must contact the Healthy School adviser from the Municipal Health Service in its region.
Accounting for expenditure
- Schools initially finance the costs themselves and can subsequently claim the costs incurred through the scheme.
- Schools account for the costs incurred in the school’s account via Mijngezondeschool.nl.
- Schools explain how they addressed the Relationships and sexuality theme in practice. This can be done by obtaining the Relationships and sexuality theme certificate from the Healthy School Mark or by answering accountability questions.
Allocation criteria
A maximum of 200 schools can make use of the scheme in round 2019. If more schools wish to make use of the scheme, allocation criteria will apply. Based on a number of characteristics, it will then be determined whether or not a school qualifies for the scheme. It does not matter whether a school registered its interest first or last.
Schools that already made use of the regular Healthy School Support Programme in spring 2019 and selected the Relationships and sexuality theme will be given priority when funding is allocated. These schools can apply for a maximum of €5,000 per school location, in addition to the €3,000 they received through the Healthy School Support Programme.
Furthermore, schools that have not previously made use of the support programme will receive priority during the term of this programme. It is also relevant, for example, whether the school has groups of vulnerable students. Naturally, a balanced distribution among primary, secondary and vocational education schools will also be taken into account.
Schools that cannot make use of the scheme in round 2019 can submit a new application in round 2020.
The incentive scheme in three steps
- From 14 October through 2 December, schools can express their interest in the scheme. This can be done via Mijngezondeschool.nl. Schools that are not yet familiar with Healthy School can create an account here.
- By mid-December at the latest, schools will be informed whether they can make use of the scheme.
- A school gets to work and declares the costs incurred no later than September 2021. The school will receive the claimed amount within six weeks. If the school does not obtain the Relationships and sexuality theme certificate from the Healthy School Mark, it must answer accountability questions.
About the Healthy Relationships & Sexuality scheme
The incentive scheme is an initiative of the Ministry of Health, Welfare and Sport and stems from the Coalition Agreement. In addition to the incentive scheme, there are other measures to promote sexual health and prevent unintended (teenage) pregnancies. Read more about the full package of measures.
