With the action programme, the government aims to achieve a cultural change in society. Among other things, it is deploying legislation and regulations, public awareness campaigns and effective support services to tackle sexually transgressive behaviour and sexual violence. €11 million will be available for the action programme over the coming years.
Knowledge and skills
Part of the plan is for professionals in education, welfare and care to have the appropriate knowledge and skills to support young people in matters relating to sexuality. The government is therefore subsidising, among other things, the development of interventions and tools to promote positive norms concerning sexuality and healthy sexual and relational development among young people and young adults.
Boundaries and wishes
One of the objectives is also for young people to recognise and acknowledge each other’s boundaries and wishes, and to be able to express and safeguard their own boundaries and wishes. It is currently being examined to what extent the attainment targets in primary and secondary education contribute to this and whether they need to be strengthened. According to the Action Programme, clear attainment targets clarify what is expected of schools in terms of sex education. The subject of sex education is also part of the qualification requirements for citizenship education in secondary vocational education (MBO), which are currently being revised.
