The policy vision aims for a more positive approach to sexual health that is not solely focused on sexually transmitted diseases, preventing pregnancy and sexual problems. It should also address the positive aspects, such as sexual pleasure, enjoyment and a positive sexual self-image.
Sexual education at school
One of the policy vision’s priorities is improving young people’s sexual education at school. Through the core objectives, schools are required to pay attention to this as part of education. These core objectives are currently formulated too openly. Under the leadership of the ministry, they are being updated and made more concrete to provide more direction for education. Interventions for teachers will also be developed, so that they feel competent to address sexual education.
The role of parents and caregivers
Parents and caregivers have an important, but still too limited, role in young people’s sexual education. A study carried out as part of the national action plan on sexual violence and sexually transgressive behaviour should help involve them more. In particular, the research results on how to reach young people, parents or caregivers effectively could help in discussions with municipalities about promoting sexual health.
Positive approach
“It is good that this policy vision is in line with the manifesto that was recently presented to Education Minister Dennis Wiersma,” says Sharon Danen of the NJi. “Like the manifesto, the policy vision focuses on a positive approach and addresses more than just health and preventing problems. The vision also focuses specifically on sexual and gender diversity, different types of relationships, desires and boundaries, and sexual pleasure. Sexual health also means that, as a young person, you feel free to make choices that suit you. This contributes to well-being and a more positive self-image.”
The policy vision and priorities were developed with input from various parties working in the field of sexual health, such as the RIVM, GGD-GHOR Nederland and various coordinating centres for sexual health (CSG) of the GGD services, Rutgers and Aidsfonds - Soa Aids Nederland.
