The research also shows that, in particular, secondary vocational education and higher education had coordinated with municipalities on enforcing the smoking policy around the educational premises. This is an important issue because educational institutions are responsible for enforcement on their own premises, while smokers leave the premises and smoke in the immediate vicinity of the location.

Enforcement

At most educational institutions, enforcement of the smoke-free policy is carried out by their own staff. However, educational institutions face the issue of pupils and students going outside the premises to smoke and thereby disappearing from view. This creates a grey area for schools and is perceived as an obstacle to enforcement.

Ambition for 2021

Educational institutions that have not yet created smoke-free premises, or have only done so partially, want to implement this as soon as possible. The ambition is that by January or by the start of the new school year in 2021, the remaining educational institutions will also have smoke-free premises.
